Denver city planners and GM Development are advancing a major redevelopment of the former VA Hospital site at 1055 Clermont Street in the Hale neighborhood, guided by a newly approved Large Development Framework (LDF) and a pending rezoning request. The LDF covers the full 8.3‑acre property and sets high‑level expectations for future infrastructure, open space, and phasing, while clarifying that detailed designs and approvals will come in later steps.

The concept centers on a mixed‑use project with new residential, retail, office, hotel, open space, and parking uses on parcels adjacent to the historic hospital buildings, which are being preserved and reused separately. A formal application proposes rezoning roughly 4.19 acres from CMP‑H UO‑3 (a campus/institutional zone) to C‑MX‑12, allowing taller mixed‑use buildings consistent with the Denver Comprehensive Plan 2040, Blueprint Denver, and the East Area Plan.

Key commitments in the framework include: bringing surrounding streets such as Bellaire Street, 9th Avenue, and Clermont Street up to current city standards; completing needed right‑of‑way dedications; and conducting a mobility study as part of the infrastructure planning. The plan emphasizes creation of meaningful, publicly accessible open space with strong pedestrian connections through the site, responding to expected population growth in the area and limited current connectivity to Lindsley Park.​

Equity, climate, and neighborhood compatibility goals from adopted plans are cited as central justifications for the rezoning, including placing new housing and services near transit and mixed‑use corridors and updating zoning on a large institutional site to better match surrounding urban context. Community feedback gathered through the Large Development Review process is documented in the framework, and future public meetings and technical reviews are anticipated as the project moves into more detailed infrastructure and site plan stages.
